Office of the Presiding Bishop The Presiding Bishop's Office supports the work of the Chief Pastor and Primate of The Episcopal Church. The Presiding Bishop initiates and develops policy and strategy for the Church, speaks God's words to the Church and serves as its representative, takes order for the consecration of bishops, presides over meetings of the House of Bishops and visits every diocese.
- In the first two years of her nine-year term, Bishop Jefferts Schori has visited over half of the dioceses in The Episcopal Church. The Presiding Bishop's Office incurs the expenses of these trips.
- The Presiding Bishop's Office supports the preservation of the Church's heritage through pastoral, legal and financial means, especially in regard to property and human resources in dioceses in distress.
- The Chief Operating Officer oversees the work of the program, communications, financial, operations, and administrative staff of the Episcopal Church Center, whose ministry is to support the people of the Episcopal Church through implementation of the vision and priorities of the General Convention. Church Center staff work in New York City and Washington; in three new regional offices in Omaha, Seattle, and Los Angeles; the headquarters of the Archives in Austin; and in a field office of Episcopal Migration Ministries in Miami.

Office of The General Convention The General Convention Office plans for and organizes General Convention, provides meeting logistics for the House of Bishops and Executive Council, supports the work of the Committees, Commissions, Agencies and Boards of the General Convention and publishes the Blue Book, the Journal of Convention and the Constitution & Canons of The Episcopal Church. In 2008, the General Convention Office:
- Contracted with the Convention Center, hotels (over 3200 rooms) and exhibitors (119) in Anaheim for the 2009 General Convention, recommended Indianapolis as the site of the 2012 General Convention; and solicited invitations to host the 2015 meeting
- Provided meeting logistics for 133 meetings of Committees, Commissions, Agencies and Boards
- Developed computer software to enable on-line registration for meetings.

Mission Direction Mission Direction supports and articulates the mission of The Episcopal Church and the programs of the four Mission Centers through a variety of print resources, digital communication and multimedia, conferences, and visits to congregations, dioceses, and provincial gatherings. During 2008, Mission Direction:
- Supported the work of the nine provinces of The Episcopal Church by funding and hosting the Provincial Leadership Council’s December 2008 meeting at the Church Center in New York
- Provided information and hospitality at the Lambeth Conference Marketplace for two weeks in July, producing and distributing resources that demonstrate the mission and scope of The Episcopal Church for Anglican Communion bishops and Lambeth visitors.
- Led the effort to build an effective web presence for the Mission Centers of the Episcopal Church, beginning with a branding survey for mission stakeholders throughout the church the results of which will be used to construct a more user-friendly, dynamic website for the program areas of the church.
- Initiated and organized the world mission conference, Everyone, Everywhere, held in Baltimore in June and attended by over 300 global mission activists from all nine provinces of the Episcopal Church.

Mission FundingMission Funding Development develops major gifts for mission, working with partners throughout the Church. The mission funding effort prepares strategies for development and support. Highlights of 2008 include:
- Established and convened a Development Advisory Board composed of experts in fundraising and leaders in the Church (both lay and ordained).
- Inaugurated first electronic donor database for the national Church.
- Initiated cultivation of two major/lead donors at private events in the Residence at the Church Center.
- Developed staff infrastructure and strategies for continuing development work on the Church’s funding priorities.

Advocacy Center The Advocacy Center works to implement the social policies and programs established by the General Convention and Executive Council to encourage, enable, and equip all the baptized to take action on reconciling and healing God’s creation through a joint witness on social, economic, environmental, racial, and global peace and justice initiatives. In 2008:
- The Office of Government Relations (Washington, DC) devoted priority attention to two major pieces of Millennium Development Goals legislation in the U.S. Congress: the reauthorization of the President’s Emergency Plan for AIDS Relief (PEPFAR) and the Jubilee Act to cancel the debts of poor countries that need it meet the MDG’s.
- The Office of Social Justice and Poverty Alleviation spearheaded the Presiding Bishop’s Summit on Domestic Poverty in May 2008 to create action items for addressing issue of poverty in the United States.
- The Office of International Peacemaking oversaw the production of the Anglican Peace and Justice Network’s (APJN) triennial report on civil conflicts and war affecting Anglican Provinces, circulating 1500 copies throughout the communion and available on the Anglican Communion website.
- A service of repentance for the church’s involvement in slavery and racism in the United States, in response to 2006 General Convention Resolution A123, was organized by the Office of Anti-racism and Gender Equality and held in Philadelphia, PA, in October. Approximately 600 people attended, representing at least 57 dioceses, including 16 bishops and representatives of three ecumenical partners.

Mission Leadership Center The Mission Leadership Center increases the leadership capacity of clergy and lay leaders of the church. The Center creates tools, networks, and resources that encompass the mission priorities of The Episcopal Church, promoting creative, innovative and prophetic leadership for the church and beyond. Over the past year:
- Young Adult and Campus Ministries energized young adult programs through eight new campus ministries (including one in Honduras and one in Taiwan), a growing coalition of Urban Intern Programs, and collaboration with Partnerships and Mission Personnel to begin a new campus ministry during Young Adult Service Corps assignments.
- The Office of Federal Ministries served 19,000 Episcopalians in Federal service and supported 147 Federal Chaplains in military service, VA hospitals and prisons.
- Mission Personnel sent and supported 75 missionaries and Young Adult Service Corps volunteers to 40 Dioceses around the Anglican Communion, helping to empower our partners and strengthen relationships.
- The Office of Women’s Ministries and Leadership Development cultivated and encouraged eight working Beijing Circles around the U.S. Beijing Circles is an action/reflections tool with gender perspective for organizing small groups around local and global social justice issues.
- The Church Deployment Office for Ministry Transition developed resources for seminarians, clergy and lay professionals to assist in their vocational discernment, including the online resource Positions Open Bulletin which supports both clergy and congregations in search.

Evangelism and Congregational Life Center The Evangelism and Congregational Life Center connects the people of the Episcopal Church to creative and innovative resources to transform congregational life. The call to evangelism “to proclaim by word and deed the good news of God in Christ” is front and center in the life and work of the Center. Some of the work accomplished in 2008 includes:
- The Office of Latino/Hispanic Ministries and the Office of Lifelong Learning are creating a much- needed bilingual Latino Lifelong Learning Curriculum, responding to the mission priority of Young Adults, Youth, and Children and the 5 Marks of Mission of teaching, baptizing, and nurturing new believers.
- Episcopal Migration Ministries, serving a network of 30 affiliate offices in 27 dioceses, enabled a record 4, 070 refugees from war ravaged countries and overburdened camps to reestablish lives in U.S. communities.
- The development of a Church Redeveloper’s Assessment Tool to be used by dioceses and seminaries around the church in the process of identifying clergy suited for this ministry.
- The Office for Worship and Spirituality took the lead in the publication of Changes: Prayer and Services Honoring Rites of Passage (Church Publishing Inc., 2007), a resource that takes into account a variety of rites of passage that mark the lives of people in the variety of cultural contexts represented in the church’s membership.
- The Research Office worked with the youth and young adult program officers and representatives from the PEALL (Proclaiming Education for All) task force to produce a study of ministry to youth and young adults in Episcopal congregations and dioceses which gives a clearer picture of the nature and extent of youth and young adults ministry in the church.
- Lessons Plans for Small congregations continues to be one of the most used resources on The Episcopal Church’s website

Partnerships Center The Partnerships Center promotes relationships of mutuality among the dioceses and organizations of The Episcopal Church, provinces of the Anglican Communion and other faith traditions. In 2008, the center:
- The Office of Ecumenical and Interreligious Relations facilitated (with the National Council of Churches) a Young Adult Ecumenical Formation event which brought together over 40 young clergy from over ten different denominations to engage a new generation of ecumenical leadership.
- Program Officer for Asia and the Pacific worked with the clergy leaders of Korea and the Office of Asian American Ministry to strengthen and expand the Korean Congregation of the Episcopal Church, thus further affirming some of the initiatives for peaceful unification of Korea as set forth by the TOPIK Conference (Seoul, Korea) in November 2007.
- Program Officer for Africa met with the primate and bishops of Tanzania to improve relations with that province and participated in the installation of bishops in South Africa, Sudan, and Tanzania as a representative of the Episcopal Church.
- Diocesan Services provided resources produced by the Episcopal Church and other services for the Diocese of San Joaquin.
- Implemented budget line items approved by General Convention and Executive Council, $1.6 million for overseas covenants and grants, $3.3 million for domestic commitments to dioceses and organizations.

Office of Communication The Office of Communication facilitates the sharing of news, information and resources in support of the mission and ministry of the Episcopal Church and the Mission Priorities of General Convention carried out by the Episcopal Church Center. The work of the office comprises a bookshop and online store, Episcopal Books and Resources; the national independently edited Episcopal Life newspaper and its online edition; Episcopal Life News Service (also known as Episcopal News Service); and a Digital Media unit that publishes the official website of the Episcopal Church and also produces, in cooperation with Church Center departments, live and on-demand video and multimedia resources for the web and for distribution in disc formats for congregation use.
- Extensive on-location multimedia news and feature coverage of the Lambeth Conference in Canterbury, England, was offered on the Episcopal Church website. It was the first major content to be published during a year long website re-design and enhancement program. The Lambeth stories remain archived on the site and are also available in DVD format from Episcopal Books and Resources. The website had more than 2 million visits during the Lambeth Conference with nine million page views requested.
- The production of live and on-demand webcasts were introduced in 2008 and have featured the Presiding Bishop and the president of the House of Deputies. Additional productions, in consultation with other departments, focused on issues such as the church's wide ranging response to the Katrina hurricane devastation.
- Episcopal Life, with a print circulation of 250,000 copies, offered a topical Sunday Bulletin "insert" series in its online edition, for parishes to download and print locally for distribution. This popular online feature has had as many as 20,000 downloads in some months.
- In support of the recently restructured Church Center Mission Centers, the Office of Communication participated in a joint strategy planning effort with colleagues in the centers. The project initially will survey stakeholders and congregation leaders, among others, about how best to serve them with effective communication and educational materials. The office will then work with the centers and selected branding and design firms to produce a totally new website for the Mission Centers.

Finance Office The work of the Chief Financial Officer/Treasurer/Controller focuses on oversight of financial functions and investment, the processing of financial transactions, and the summary and interpretation of financial data. During 2008. the Office of Finance
- Ensured the appropriate funding and financial management of all canonically required and programmatic activities
- Directed financial continuity and management improvements in various dioceses
- Accurately recorded all transactions and received an unqualified opinion with no audit findings
- Achieved seamless financial transition between old and new organizational structures of the Church Center

AdministrationEffective mission requires human and administrative resources which must be used in creative and accountable ways. Human Resources Management supports the people who lead and serve the mission of The Episcopal Church and the Domestic and Foreign Missionary Society and retirees. Management Information Systems supports mission effectiveness by providing the information and technology systems required by the Church Center Staff. Purchasing, Mailing and Telecommunications enables mission by supplying appropriate equipment, supplies, and various means of communication. Building Services is the steward of the facilities at 815 Second Avenue, New York City, ensuring a safe, hospitable facility and workplace.
