Over the years the Church expressed widespread concern over the qualities and capabilities of its leaders, present and future. Studies show that
- there is a small number of ordained priests in the Church under 35
- the population in many dioceses is becoming increasingly multi- ethnic and multi-cultural
- there is an increasing need for members of ethnic groups to be ordained
Commissions on Ministry were at times so involved in screening for ordained ministry that they tended not to develop recruitment methods to obtain younger persons or members of ethnic groups. Of course, God calls people of all ages and ethnic groups to ordination.
