Memorial (to General Convention)
A written statement submitted by individuals or organizations that urges action by the General Convention. A memorial is not a resolution, even if it includes a suggested form of resolution. Memorials are referred to appropriate legislative committees for information by the president of the House of Bishops or the president of the House of Deputies. A legislative committee may consider the memorial and submit a resolution that embodies the substance of the memorial. However, the memorial itself is never the subject of a report from a committee to which it was referred. The legislative committee may also take no action on the memorial. Memorials have frequently been submitted to General Convention by dioceses.
