The rain that began on Sunday became a full-scale flooding disaster by Wednesday evening causing thousands in Maryland, Virginia, Pennsylvania, New York and New Jersey to evacuate. In Wilkes-Barre, Pennsylvania the Susquehanna and Delaware Rivers rose to dangerous levels and nearly 200,000 people were given mandatory evacuation orders from city officials. The Delaware River is expected to crest up to 28 feet by Thursday afternoon.
So far 12 people have lost their lives in the disaster. A state of emergency has been declared in parts of New York, New Jersey and Maryland. Coast guards have been dispatched in helicopters to rescue stranded people waiting on high ground.
